Flip in the front page when reload the page

ISSUE SUMMARY:
When the user logout or access the front page, the top menu bar is seem like "flip".
Can you help me how to remove this flip, please?

Please see my attachment file to see which the area has flip.

STEPS TO REPLICATE:
1 Access clouderhub.com
2 The top menu has flip (about two times)

or
1 login as user
4 logout, will see flip on the top menu

I dont understand what do you mean with "flip" but well I can see the weird behavior the block black color is going down,, but that is normal caused by css loading
