Hi,

that notifications email to site members.
you need to set cron job to trigger email sending. here the doc:
documentation.jomsocial.com/wiki/Setting_Up_Cron_Job

and you can also, send it manually from jomsocial backend > monitor > mail queue, and click execute cron job buttton.

yes. you need to give that URL to your server support.
that cron job task (URL) need to be executed every 1 hour.
