yes, I believe it was the .htaccess file blocking your IP range, you should be ok now

Actually its working, but since you didnt have any sub menus on jomsocial toolbar so it wasnt showing

I have sub menus in my production site, thought they carried over during the 4.1 upgrade but now that I look, I see you are right.
