ISSUE SUMMARY:
STEPS TO REPLICATE in the English Language:
1 Login
2 Click on a Profile in any Module in the English Language
3 WORKS Perfectly shows the clicked profile.
STEPS TO REPLICATE in the German Language:
1 Login after switching to the german Language
2 Click on a Profile in any Module in the German Language
RESULT
keeps jumping back to the users profile who is logged in.
EXPECTED RESULT
Show members profile I clicked on it changes the Link in the Adressbar but nothing happens.

First of all you removed (changed type) JomSocial Toolbar menu and assigned English language to it.
This will cause navigation issues as this menu is used for internal navigation.
Now you can't display profile in German as this page menu item ID (113) is allowed only for English.
Id took wrong approach to create multilingual site with JomSocial.

I tried your Links but it is still not working.

The menus still disaper when navigating within Jomsocial Content.
Please help I also tested one toolbar translation but its not working I am loosing my nerves on this I was almost done with the site......

But you didn't followed documentation:
documentation.jomsocial.com/wiki/Translate_Toolbar
As you don't have JomSocial Toolbar menu (with type "jomsocial") - language constants will work ONLY in that menu and type.
Also - disable Joomla! SEF for a while and pay attetiontion to menu item IDs used to display certain pages.
I'm sorry but we can't do that for you - we created documentation (it was tested by me and dozens of users) that works in 100% so following it step by step you should be able to create multilingual site.

I tried to do the following:
1.) Neutral Menu
2.) Language EN
3.) Language DE
edit the Language file via FTP like seen in the Documentation but it still does not seem to work.
I tried one menu Item "Profile".
Is it possiable that you can do one Menu Item so I can see how you do it please.
