If you install the Jomsocial 4.0.8 to 4.0.9 update, the style.css and scss files are replaced with new ones.
This appears to override the current style and disables the theme designer.
This means that applying the patch downgrades JomSocial Pro to JomSocial Standard, even though the theme Designer is still available in the Jomsocial backend.
Maybe the css file updates should be issued seperately?

If you install JomSocial Standard on JomSocial Pro then yes - it will disable Theme Designer as it's available ONLY in PRO version. Upgrading PRO version with PRO version will not touch anything in Theme Designer.
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.

I have Jomsocial Pro installed on my test website. I upload and extract the 4.0.8 to 4.0.9 update package.
Afterwards, the theme designer is disabled.
I re-installed the test website and updated each of the update files except for the css files. Everything works as per normal and theme designer is fine.
I just wanted to make the point that, if you install via the update package listed on this forum, you are liable to downgrade your Jomsocial.
Rather upgrade as per the recommended JomSocial process
Also, template files have been changed with the new update, so if you have done any overrides, this also need to be looked at when updating as the updates will not be reflected on the override files in the /template/templatename/html folder
