After upgrading to JomSocial 4, many of my hotlinks on the frontpage quit working. I cannot click 'Like', 'Unlike', 'Share', 'More', or various other links. I don't get an error, it just doesn't do anything. Links to users profiles, 'continue reading..', and 'View All...' on the modules work as expected.

this is javascript issue, are you using cloudflare at your server? seem cloudflare compressing many javascript. could you please try to disable cloudflare first.
let see if the issue still happen or not.

I removed the JS minify in Cloudflare and I can click the links now. Is there a particular script that I can exclude from minify so that I don't have to turn it off for my whole site. No issues with other applications.

I dont know much about JS minify at cloudflare, I suggest you to asking cloudflare support about that.
The process happening at cloudflare machine it self, so from jomsocial cannot control it.
