You need to customize the template and you can override jomsocial template at the current template.

how can i change the welcome message.

Please find the string "COM_COMMUNITY_HERO_PARAGRAPH"
at the current default language file like "en-GB.com_community.ini" at root/language/en-GB
and change with necessary text.
Note: If you have different language selected then need to change that file

I have just also tested with chrome and there also working fine.
You can customize any template as
1. Copy the template file from root/components/com_community/templates/default/xxx.php
2. paste at root/templates/html/com_community/xxx.php
3. customize as you expected in that file xxx.php
check the changes at frontend certain page
