I have installed I com_community_pro_3.1.0.4 on my dev site. It required 10-15 times of browser refresh to get it going, but finally it worked. However, I had to delete the dev site (because of a different component) and reinstall it.
So, I tried reinstalling the the JS 3.0, but now I wasn`t lucky. No matter what I did, it got stuck on Unpacking backend files (screenshot attached ).
I tried Adding the php.ini file to the root of the public_html and to the admin folder of the J installation.

It didn`t work.
From past experience, you won`t be able to access my cpanel or j backend, so I have to be your eyes.
Can you advise? please tell me what I need to check.

- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
