MY QUESTION:
"The patch jomsocial 3.1.0.2 to 3.1.0.4" - is IT security patch ONLY and include 2 files?
Are there any other changes in the component or language's files or etc..?

No, it was only a secruity patch, so only 2 files were included into the package.
