I have problem installing jomsocial 3.x in a local site, i check the forum but no soluctioin work in my case.

Bassicaly debuging issues on local hosts are beyond our support scope, so maybe you could check if this problem will also appear on live site? Also please make sure that your server configuration meets our mininal requirments and Joomla's requirments > documentation.jomsocial.com/wiki/System_Requirements

Change upload_max_filesize in your php.ini file to 10MB and it will be uploaded,
