ISSUE SUMMARY:
I open the "Groups" page and if I try to browse inside groups always show only the first page.

STEPS TO REPLICATE:

2 try to use pagination link

Only the first page appear

this is not bug, the issue can be from 3rd party plugin.
please edit:
/components/com_community/models/groups.php at line 51, find this code

$limitstart = $jinput->request->get('limitstart', 0);

$limitstart = $_GET['limitstart'];

I modified the file but not working yet.

it seem cache issue. please try to turn off all cache settings. let see if the issue still exist or not.

if your server using OPcache. please turn it off.
and try to using joomla cache again.

I checked PHP settings and we are not using OPCache.
