To be video and play on discussion / announcement is not possible, but actually you can upload any file include upload video on discussion / announcement

hi Robert,

What video extenstion do you want to upload, you can add the extenstion on Joomla backend->Content->Media->options, but the extenstion on "Legal Extensions (File Types)"
