ISSUE SUMMARY:
I intentely dont approve users to create groups however i do create them through the backoffice.
suddnely i cant find the button to create a group, it used to be under "view groups" but it is not there anymore.

please create any group from frontend. you can login as site administrator or super user.

I Dont want users at my site to be able creating groups, only I do !

you are right. seem there is a bug. I will report it to developers.
I will back to you again later.

for temporary please set Allow Group Creation = Yes, and Moderate Group Creation = Yes at group settings
so all group creation must approving by admin first.

developer still on this. I will let you know if done.
for temporary if admin want to create new group. you can turn on group creation settings, after created you revert back the changes again. so no any users can create new group.

I think your FTP is not working for my FTP client, I get this error :

The ftp should be working, checked it fiew times.

I can access FTP, but I cant upload any files. got message "Disk quota exceeded".
please upgrade your jomsocial to 4.1.5 the fixes has been included at there.
