Cannot arrange photos in Group Album

ISSUE SUMMARY:
USING J3.4 | JS4.0.1 - When viewing a Group Photo Album I cannot drag & drop to alter the ordering of the photos in the album. Functionality no longer available after upgrade to JS4

STEPS TO REPLICATE:
1 Login
2 Navigate to Group Photo Album
3 Click View Album - opensourceliving.org/index.php/photos/album?albumid=91
4 Click on photo and drag to different area

RESULT
Photo does not drop in new order placement

EXPECTED RESULT
Photo to be ordered differently in new position

This feature already removed in JS4, but for making sure I will ask to the developer.
