When the administration of Jomsocial add the user to a new group, and this user is already participating in other groups, new emails are sent to all administrators of the groups to which this user participates.

No this is impossible, but if you want you can disable the email notification on that part, by editing this file administrator/components/com_community/controllers/groups.php and remove this code :
