Hi,
The in site notification in Hello Me doesn't work to notify you if someone has uploaded a file to your announcement thread.
We did check and it does work for the discussion thread.

I think our developer is missing notification file uploaded to the announcement, because notification new file to discussion already available. I will add this to our bug list..
