Hello.

When private group's owner approve some user to becoame a member of group, there is no action in stream.

Hi there.

I just discussed this with our developer, and at this moment approving users does't triggers creating new activity, so it's not a bug but rather an improvment, and it'll be added to list for JomSocial 3.3 features.
