I have another problem detail below.
1. i add MIS group and SIPA group already. Can I post in MIS group and share this post or article as same as at SIPA group ?
2. How I can not allow member to leave MIS group or lock member to MIS group always?
3. How I can link another page inside my joomsocial or main page?

First, please update administration credentials - I can't log in to your site.

1. No, what is posted in a group stays in group (or in addition is displayed in Activity Stream - depends if group is private) and can't be shared between groups.

2. You can't forbid users to leave group. You can try to hide "Leave group" option by customizing php file. but you can't do it in administration panel.

Maybe try to use Multipe Profiles feature? There you can lock profile so users can't change them: documentation.jomsocial.com/wiki/Multiprofiles

3. Not sure what you mean. You want to add a link to other page in JomSocial toolbar? Or you want to post links in comments or/and activity streams?

JomSocial toolbar is just like other menu. Feel to add new menu items to it.
You just paste links to comments or status box to link to other resources.
