ISSUE SUMMARY:
is it possible to stop the user responding before they open the event? This would mean disabling the ability to Respond in a few places

- disable Reject / Accept on Pending Invitations page
- disable Repond button on All Events and My Events list
- disable Reject / Accept in Global Notifications pop up

Is this possible?

If possible or not, yes this is possible, but you should modify some of templates file, and that is not easy.. I cant help you with this modification.
