ISSUE SUMMARY:
When someone comments on Event Activity an email notification should go out as that is ticked in preferences.
However, this notification is 'blocked' in the mail queue and we don't know why?
Also, the message content is blank, as seen in the mail queue.

But I thought I tested this on the Beta JS4 site and it was fine, so I don't know what has happened?
STEPS TO REPLICATE:
1 Create an event
2 Y posts a comment on it
3 Z comments on Y's post
RESULT email created to tell Y that Z commented is blank, and is blocked
EXPECTED RESULT email should given notification of comment, and shouldn't be blocked

I've tested it on JomSocial 4.0.8 and text is shown on email queue:

Please, upgrade to latest version and check again.
If email in queue is marked as "blocked" this means it was generated but not send as user or system settings blocked it. This may be caused by user email/notification settings done in Frontend -> Profile -> Preferences -> Email & Notifications or by system settings done in Backend -> Components -> JomSocial -> Configuration -> Privacy -> Default User Email & Notifications. You may reset user settings for this by hitting this button:

A) The problem is with the replies to comments on Event wall posts/streams
1) Clare creates event 'Clare's birthday party'
2) Catherine posts on the event wall (Event Admin Clare and other attendee Clarissa get notifications)
3) Clarissa comments on Catherine's post (Catherine gets notifications but not Clare. I think Clare should too)
4) Catherine replies to the comment (no-one gets notifications......bug. I would expect Clarissa to definitely get notification, and I think Clare should too)
Result:
- notification for 4) can be seen in mail queue but is blank
- notification for 4) is blocked in mail queue
- notification for 4) is not appearing in 'global notifications' for Clarissa
- this is even though Clarissa has all notifications selected, so an email and site notification should have been received
NB When the Event Owner replies to the Comment this does generate a notification that isn't blank, but when other people do the notification is blank.

Emails could be blocked by user email and notification preferences available on frontend.
It seems that you do your tests on outdated JomSocial. On what version you're testing?
However new B issue could be replicated on my test site. No email notification appear on email queue.
I'll report this to our developers.

now I am using 4.0.9 I have re-tested this issue and found that A) is still occurring as well as B). B) you were working on but you thought A) was ok.
A) The problem is with the Replies to comments on Event wall posts/streams
I am editing the first post with a link to an event where you can see the comments and replies and you can look in the mail queue.....

Bobby posts on Event wall - email notification to Clarissa fine and shows in global notifications
Clarissa comments on post - email notification fine but no notification in global notifications
Bobby replies to comment - blank email is generated to Clarissa and no notification in global notifications....
Catherine also comments - notification goes to Bobby in email and global notifications but no email is generated to Clarissa and she has no notification in global notifications....
-->Clarissa commented so she should be told about Bobby and Catherine's replies
--> And Event Owner should get notifications of every post, comment and reply on her event wall please.....

I already reported those issues to our developers, regarding version 4.0.9.
It's still in queue...
I think that you did not think A) was a bug, so I wanted to make sure that is in the queue too, as it is a bug. :-)
Surely 4.1 should only be released in a stable version when all your Confirmed Bugs are fixed? I saw the Beta is ready.....but I really hope that 4.1 will not be released properly with bugs that were logged for previous versions.....?
I am taking a holiday for 2 weeks and will not be doing beta testing.....! I hope someone else will try everything out in groups as events!!

I can't replicate A as you could see on my previous post. So It's rather your site specific issue... maybe caused by your customizations?
I can't replicate it on my test site - this it can't be a bug.
You may do a simple test.
Install fresh Joomla! and JomSocial, then test this feature again.

Please, make safe copy of this file:
ROOT/components/com_community/controllers/system.php
Then replace original with patched file from package.
This is slightly improved but not 100% fixed.

The problem is occurring in A and B - personal and group events.
A) Clarissa posts in a personal Event - notification email is OK.
Catherine comments on the post - notification email is OK.

I cannot see a reason why comments by the person who first posted in the event are blank and blocked.
This is NOT due to the user's privacy settings. It is to do with who writes the comment.

ROOT/administrator/components/com_community/default.ini
ROOT/components/com_community/templates/jomsocial/layouts/email.event.activityreply.html.php
Then replace originals with patched files from package.
