No mini header when logged out

ISSUE SUMMARY:
There is no mini header in "view all discussions" when you are logged out. I have tested this on my own server and it also happens on official jomsocial demo..you can test it here while logged out

www.jomsocial.com/community/groups/viewdiscussions?groupid=255

using latest google chrome
jomsocial 4.0.3
and latest joomla
