I have added the moderate event creation setting.

Now I want people who create groups (which are also moderated) to be able to create events within their group without having to be approved by a moderator - what is the minimum joomla permissions group to allow this? Or is there a simpler way?

Event moderating setting is a global setting. So you can't have ordinary events moderated and events in groups un- moderated.
If you want to create exceptions you'll need to hack event moderation feature.
Will involve core files hacking.

Core hacks are not recommended nor supported as they may not working with future JomSocial releases and/or cause issues that will be not supported. Users with core files hack refuse to upgrade their installation to keep those hacks and they are stuck with outdated and unsupported versions.
