Event Available Seats

I created an event with a limited number of seats and intentionally invited a larger number of potential participants. When everyone accepted the available number of seats became negative. It seems to be nothing to stop a participant from joining an event if if an available number of seats is 0. Is there a way to enforce the number of seats?
