ISSUE SUMMARY:
During AdAgency advertiser registration when new Joomla user is created the following events are not triggered:
onUserBeforeSave, onUserAfterSave. Probably, `user` plugins are not loaded too. Thus no additional checks and actions, connected to user creation are performed (other extensions fail to track user creation event). For instance, if extensions automatically create forum or portal profile on user creation, they won't do it if registration is performed via AdAgency.
STEPS TO REPLICATE:
Register new user via AdAgency.
RESULT
`user` plugins not loaded, onUserBeforeSave, onUserAfterSave events not generated, no profiles for users created in other extensions and no actions performed.
EXPECTED RESULT
`user` plugins are loaded, onUserBeforeSave, onUserAfterSave events are generated, if onUserBeforeSave returns false, registration MUST fail.
