What does "User Opt-out" mean in Monitor mail queue?

Hi, Nick. That means that user set his email settings to NOT receive that kind of emails. Users may set what kind of emails or notification to receive. It's similar to SU settings in JomSocial -> Configuration -> Privacy. You may of course re-set user settings so they will receive all emails and notifications.
