When a user registers an account on jomsocial, can they also comment on blogs and forums with the same account?

Yes, it is right. Jomsocail doesn't control your users register, it is joomla. Your users register can comment and do any thing depend on your manage for them.

On the blog on this site, Disgus is used. Even though I am signed in here, I can't comment on Disqus unless I am signed in on Disqus. That is why I wondering.
