This is Jomsocial toolbar
Here you can see it in the admin panel Jomsocial new menu : prntscr.com/ioeg1n
If you want to hide them and want to keep the links you can open Menu > and change the type of menu
here: prntscr.com/ioegdk
Change Jomscoial to another name

if you will delete the toolbar you will no longer see the Jomsocial links.
