By "duplicated" abr you probably mean JomSocial Toolbar displayed on JomSocial pages.
Yes, you may disable it in Backend -> Components -> JomSocial -> Configuration -> Layout but you will need to create another kind of navigation for your members. Very important: don't delete JomSocial Toolbar menu and menu items - they are used for component internal navigation.

Perfect! enabled ... but two strange things happen.
The first is that over the tolbar there is a blank space.
The second ... if I enter into the jomsocial pages even though the area remains clickable not charge me the icons. Look at attached photos

I uninstalled JS Toolbar and configured properly JomSocila Toolbar for Socialize Template.
