The idea is to request the user to have at a minimum 3 photos to have their account created.

No, this can't be done easily. You'll need to customize registration form... and DATABASE (now, there are no tables or columns to store those data). This would be an extensive customization and we can't support it.

Please, consider to hire a professional developer to implement it for you. But note that it may involve core hacks. Core hacks are not recommended nor supported as they may not working with future JomSocial releases and/or cause issues that will be not supported. Users with core files hack refuse to upgrade their installation to keep those hacks and they are stuck with outdated and unsupported versions.
