PM and comments with link does not work properly. Curl/open_basedir issue

ISSUE SUMMARY:
Message with link does not work properly: there is no page reload after message sent.
I see the following warning:
CURLOPT_FOLLOWLOCATION cannot be activated when an open_basedir is set
We don't want to remove open_basedir setting due to security reasons.
Are there any workarounds/fixes for that?

STEPS TO REPLICATE:
1 Send any PM with link or post any comment with link.

RESULT: Data sent, page wasn't updated.
EXPECTED RESULT: Data sent, page updated.
BROWSER: All browsers.

no other way, you must turn off open_basedir.
