Ok so i have a question,

where is the code located that has to do with profile watermarks

i would like to make some modifications to the code and possibly have the profile watermarks show up on the cover image instead of the profile image also i would like to make the watermark larger do to the fact that the site is for the disabled and it is very hard to see at this point.

any help would be greatly welcomed!

too much effort for that. you mush changing:
1. _community_table table structure
2. function "save" at /administrator/components/com_community/controllers/multiprofile.php
3. function "uploadAvatar" at /components/com_community/controllers/profile.php
4. add new function at setCover (/components/com_community/controllers/profile.php)

the changes will disappear at upgrade process.

or you can looking any 3rd party extension, e.g:
