I was a bit confused about the requirement and here the situation so far i got,
1. The post main topic was about country language
2. I failed to login with the access credentials
3. I have seen your another post where you have placed test site url and access
4. I logged in there and I am seeing there at dashboard member location is working fine
My question:
Which is not fixed and where should i fixed then?

My issues are with the Gender selection setup in Custom Profiles, as before:

2) The Demographic stats are also not working properly. It is not showing the male/female percentages...
There is a limitation at our code and we are improving it.
Once the improvement is available we will post it into this thread for you.
Meanwhile you have to stick with Male/Female option at the Gender field where you have placed COM_COMMUNITY_MALE/COM_COMMUNITY_FEMALE.

actually if the COM_COMMUNITY_FIELD_GENDER field type is selected as Gender typed
It is not supporting Demographic Male/Female statistics with our latest version 3.1.0.4
Hopefully the fix will come soon.
I am not sure what the correct setup for Gender field should be, is it 'Select' or is it 'Gender'?
Currently looking at the user.csv there are many strange issues, with Gender and a few others... Just have a look at the user.csv.

If I look at user.scv exported file, I see many entries for gender as follows:
COM_COMMUNITY_MALE
COM_COMMUNITY_FIELDS_MALE
male
COM_COMMUNITY_FEMALE
COM_COMMUNITY_FIELDS_FEMALE
female
What is it supposed to be?

COM_COMMUNITY_FIELDS_MALE and COM_COMMUNITY_FIELDS_FEMALE are constant probably created by you (when creating custom field). So JomSocial don't recognize it. Every user that has checked it need to update this value to valid one.
JomSocial valid values are:
COM_COMMUNITY_MALE
male
COM_COMMUNITY_FEMALE
female
Both should be recognized and used to display. So now the best solution will be run two sql queries in data base to convert invalid values in to valid ones (two separated values for COM_COMMUNITY_FIELDS_FEMALE and COM_COMMUNITY_FIELDS_MALE).
Make a SAFE COPY of database first!
UPDATE `db_name`.`prefix_community_fields_values` SET `value` = 'COM_COMMUNITY_FEMALE' WHERE `prefix_community_fields_values`.`value` = 'COM_COMMUNITY_FIELDS_FEMALE'
