Responsive design can not be tested with simply resizing the window size.
Responsiveness is not that.
When you resize the window on the desktop machine, if you really want to test how the site loads, reload the page.
That being said, how do you resize window on tabled or a phone :)

What actually happens here is that javascript calculated the width of viewport and gave instructions to the textarea field to scale as much as possible in available space.
Resizing the window now, will remain the same width of the textarea. Just reload the page for new calculation to occur, and once again, whoever test the RWD by only resizing the window on a big screen and not reloading it to see how it fits on a new size, teach him he doing it wrong. :)
