The privacy is set for the profile views only. You can no longer see the profile details of any user but member is visible.
Also, you can set the privacy of the fields as well when u edit the profile prntscr.com/imxrsv

If you can share some more details about what do you mean by public (logged in members) and page URL i can check it better.

In each member profile when u edit the profile > you can see options for Profile privacy.

But you can not completely hide a user from site. When u click on user profile it should be site member.

I dont want to hide a (not only one) user from site, i asked how i can change generally this settings for ALL users (i cannot change it manually for every user) In EU we have a stright law about privacy!

In the backend, you can change the privacy for video, groups, Photos, Profile

Go to configurations > Privacy > select the privacy > reset > save.

The profile fields privacy is set by user he can change it according to needs. For new user can change the settings from Customise Profile: prntscr.com/ioe2ft
