I bought and installed JomSocial 4.5 on Joomla 3.8.4 (Windows 2012 r2, IIS, PHP 7.1.7).

When I try to login in JomSocial, I get this error:

The PHP function set_magic_quotes_runtime() was DEPRECATED in PHP 5.3.0, and REMOVED as of PHP 7.0.0.

I do not think You have a correct file for joomla used. In newest joomla this function was removed, so a fatal error should not be showing. Here is an original file form Joomla 3.8.4 installation. But I would recommend a full reinstall to be sure all the files are up to data.
