The current group hierarchy has 2 levels (category -> group name). Can this be changed to a 4-level hierarchy (something like Parent -> Location -> Categogy -> Group name)? Is there any way to extend groups hierarchy beyong 2 levels?
No. Your example is about multiple groups (1,2,3,4...) under Parent. That is still a 2-level tree structure.

You can call categories as you want "Location" or whatever.
So this is possible or our understanding what "4-level tree structure" differs...
If you mean that Group location should be a kind of group category by default... no , this can't be done without rebuilding JomSocial core.
