User cannot add photo description

When user uploads photo in group, everything is good, photo is there, but when he tried to add description he got message "You are not allowed to edit photo caption"

You mean AFTER he/she uploads that photo in group... or DURING upload?

I tested this issue on my test site and on yours.
In both cases I was able to edit photo description after photo was uploaded:

But maybe because on your site I used administrator account?

What I did:

1. Logged in to your site
2. Browsed to group
3. Clicked on photos in group
4. Clicked on "Add group photos" button
5. Created album in group
6. Uploaded my photo
7. Browsed to album to see photo
8. Clicked on photo, it displayed in modal window
9. Clicked on add description
10. Typed in "test" and saved

Description was saved successfully.

So maybe I need regular user credentials?

Try to login with username "kidvibes", password is the same as admin password,and try to edit description on any photo in group Studio Equipment. The strange thing that description editing is working in some groups and in some groups not working (every group has the same permissions)
