Sorry, but I can't see any global notification if something is happen with "JomSocial Article Notifications" plugin and JS4.4 RC1.
Steps:
1) Super User created article
new.crimson-land.ru/faq/4-nenavist-i-vrazhda
2) Super User commented his own article.
3) Demo user liked Super User's comment.
4) Demo user commented this article.
5) Super User is trying to TAG Demo user in comments (they are not friends).

It seems that they are no notifications for that activity on the stream. But you shouldn't expect it as activity itself is a notification on the stream it apply to external object - article. So it notifies but is not related with JomSocial. So on stream you comment/like activity itself.
Also you can't tag users that are not your friends (that apply to any activity).
Can you please explayin more shortly (my english is bad, and still can't understand something :| )?
Updated: Seems another plugin "JomSocial Article Notifications" was turned off. I published it and make some test actions, but still didn't get any global notification.
I expected to see global notification like this:It seems that they are no notifications for that activity on the stream.
Seems I can tag non-friend if user posted comment before me. It works for video, photos, etc.Also you can't tag users that are not your friends (that apply to any activity).

In this case NOTIFICATION is an activity on the stream... not in icon on toolbar.
So no notifications in toolbar will be displayed as it will be notification to notification :)
I missed important thing:
After "JomSocial Article Notifications" was published, I should activate new notification type in backend:

As far I know you may tag only friends or group/event members you participate.
