Please I'd like to know how I can create a rule where:
1. A User will be rewarded for creating a joomla article
2. A User will be rewarded only once for reading any article created by other users no matter how many times he revisits that article
3. The writer of a joomla article earns a point only once for his article when any logged in user reads it.

Any help will be highly appreciated.

You need create new plugin and event for it, and put it on article plugins..we cant help you too much, please you read our user points API here
