It' says 'Per cron RUN' what means = number of emails sent per cron run. If cron will be run 10 times a day then 10 x 100.

You start with cron run. Corn runs are set to certain number when you set a cron job on your server.
So you may set 10 or 20 or more cron runs per day.
On each run you may set certain number of emails.
So let's say that you've set 10 cron runs per day and 100 emails per corn run. This gives us;
10 (cron runs) x 100 (emails per cron run) = 1000 emails (per day).
The rest is simple math...
