ISSUE SUMMARY:
Hi,
I was testing the group creation and then logging in as different demo people to do a help video. I created an open group, then accessed it as another user and occasionally the warning "Sorry, this group is under moderation by the administrator"

It is intermittent - I then created a new group and the warning came up again - before I had created the group.

It will be confusing for users

I am using the Dev site (info below)

I cant replicate this issue. I created new "test" user as registered user group, but I cant replicate this issue:

what username that can replicate this issue?
