Reply on discussions not sending mails to implicated useers

ISSUE SUMMARY:
Hi, we used to get mails when creating replies on discusssions, but it stopped working.
My own settings and the all users settings is set to send mails when replying discussions.

STEPS TO REPLICATE:
1 log into site
2 answer a discussion
3 expect users to get mail

RESULT not sending mails
EXPECTED RESULT send mails to repliers and author of thje discussion
