The registration details for address of advertisers are in the opposite order to expected.
They say
Country
State
City
Street
Postcode
I would suggest the normal order would be
Street
City
State
Country
Postcode
And you might also want a field before Street called 'Building Name'?

I have updated the first post with the link to where the advertisers register. We have only seen the field options from your screenshot, so we don't know how to control these other fields.

On dev site registration settings are the same as on my printscreen..
They are in Backend -> Components -> AdAgency -> Settings -> Registration

Ok, you can change order of fields by customizing template.
Copy this file:
ROOT/components/com_adagency/views/adagencyadvertisers/tmpl/editform.php
to
ROOT/templates/your-template/html/com_adagency (if you don't have "html" or "com_adagency" folders, feel free to create them)
Inside file you'll see fields wrapped in "control-group divs:
