before we dismiss this totally, couldn't jomsocial just use the media manager for its image types?
I agree using .jpg is best but then again, jomsocial is supposed to be converting all images to .jpg after import isn't it?
Is it possible to use a different plugin for jomsocial to support this?

The problem is not from image extesion to be uploaded.. but from library for how that image resize, because our current library is not supported with bmp extension..

I am not really sure the 3rd can achive this, the solution is you need hack the code like I did before, but you also need hack the another code, which we cant help you too much for that.. we cant go further for helping hack jobs :)

I hope this is something you guys will consider changing. using imagemagick to convert .bmp's should fairly simple task. There are many "screenshot" type programs that use .bmp intead of .jpg. ty for your efforts.
