As of right now there is not a great solution so I combined jomsocial, alphauserpoints with jdownloads and wrote a blog entry to help you do the same.

need more info about this extension
Since this extension features list and description is too short, I'm wondering whether is it good for my case or not...I've a jomsocial installed at my site, and I'm already have karma points system and rules defined there...
what I want is to automatically send email to site user with a specific attached file when he gains a specific number of points.
so, does this extension suite to my goal?
