It seems that removing a profile picture is a two-step process.
Ideally, if an admin removes a profile avatar, it doesn't remove it from the user's album, the admin also and remove the copy as well.
Users often upload the first thing that appears in their pictures folder, in order to access the site. (uses forced avatar extention). These pictures are not always ideal and removing them should probably be made easier - as some of the admins would expect all copies to be removed by default.

No that's fine :) Removing or changing avatar won't delete picture. It will remain in album.
Why it should be removed ? You just change role of the image. The same apply to cover images.
The same way it works on e.g Facebook.
Maybe a complete removal option could be added in that case?
I've been asked why it needs to have an album anyway and I honestly don't know what to say other than it's always been there. I guess expectations of how profiles work on most other sites and apps is that when it is deleted, it's done so in completeness. I think the only site I know of that makes an album is Facebook, and I think then you have the option to remove profile pic or delete photo :)

Albums store photos and there is special album for covers.
It's used because you my also load photo from album.
Changing or removing avatar is not the same as removing photo. What if after a while I want to go back to my past avatar?
As far I remember you're the first one that want changes in this feature :)
It's always good to be a first! But I mean this feature for admins on the front end - the only reason an admin might want to remove an avatar is if it is a bad/distasteful or illegal image - so it would be good to make the job easier =)

:) reporting is used to make admins job easier ;)
You can report inappropriate avatar :)
Click on avatar and choose "Report"
