Activity Privacy Settings

On the JomSocial Dashboard > Configuration > Site > Activity...
When I look at this item I think I want "NO" because I want Public, but then I look at the tooltip I want "YES" I think:**
Activity Display Privacy YES/NO
Tool tip: Set the activity display's privacy to public or(??) follow user's privacy setting.

If you think that is clear, please don't bother to answer. Just look at the next item and it's tooltip for clarity.
Open link in new tab YES/NO
Tool tip: Set "Yes" to open links in a new browser tab.

**Photos and videos can show up in the activity stream, is there a conflict between privacy settings here and in JomSocial Dashboard > Configuration > Privacy?
