User registration bypassing admin approval

ISSUE SUMMARY: When users register, they are active and able to log in without clicking email links or without admins approving them. The site is set to administrator approval, but anyone can register and log in immediately.


STEPS TO REPLICATE:
1: Click Join
2: Register
3: Click Log In (ignore registration emails) and log into the site
RESULT: New member is able to log in immediately without admin approval
EXPECTED RESULT: Admins must approve/enable the user before they can log in
BROWSER: Firefox

the issue from XIUS System Plugin, please disabling that plugin and contact that plugin provider for more support.
