I am sure it was working before..did you install another 3rd party extestions before? it can make jomsocial broken.
I also see you have some problem with your joomla backend template.. which it should show Isis template, but I am not sure its always show Hartor template. I suggest you re-install Isis template or contact joomla forum for it,
I've sent same question to my Hosting provider regarding this matter.

Then I asked, If I do a restore can I do it in a way to not loss any new members? I'm open to trying the best option to ensure that no members will be lost.
There Answer:
In order to ensure that no members will be lost I would suggest performing a manual backup of the website prior to the restore , then restoring only the content and not the database of the website.
If this is not helping you can restore the database too, however dumping it prior to the restore, so that you can revert the restore as fast as needed.
My question to you:
1. If I do what they have suggest will that fix my issue?
2. Can I go to my Downloads on JomSocial and reinstall my JomSocial Pro to fix issue?
Plus: I would like to fix or re-install Isis template, I'm unable to find the Isis template to re-install.

I think you dont need to re-install your Joomla, it too risk. but if you wanna re-install jomsoical please go ahead, we already released version 4.0.9, please update it first.. it will be ok..
This issue caused by Joomla it self, have you contacted to Joomla forum and find the answer there?
