I receive this error when attempting to click any menu item under configuration in admin area. Please help!

your server seem prevent your site to read outside XML source. you must asking your server support about that.
for temporary fix I changed the file:
/administrator/components/com_community/views/configuration/view.html.php at line 102, from

$isuptodate = CAutoUpdate::checkUpdate();

$isuptodate = true;

its server issue. and with cpanel, I still cant do anythings. you must asking your server support.
please make sure all files owner as www-data. and try to not using IP blocker.

or try to re-install joomla first. because the main problem with joomla also.
